Some countries request a Certificate of Origin with imports. This document proves the place of growth, production, or manufacture of goods, specified thereon.The type of Certificate required varies according to the destination of the goods, e.g. member States of the Arab League require an Arab-Irish Certificate Origin. The majority of Certificates of Origin issued by the Chamber will be for non-Arab destinations. In such cases, the European Union Certificate of Origin is used.
A signature of the consul of the country of destination is sometimes required for certification of origin. However, Cork Chamber is authorised to provide EU Certificates of Origin and Arab-Irish Certificates of Origin. The Cork Chamber is one of 2 Chambers in Ireland authorised to issue ATA Carnets for temporary export internationally.
More details on the categories of goods, requirements form, the issuing of a Carnet are available of request. A nominal charge per Certificate of Origin is payable to the Cork Chamber of Commerce. To Register for Certificates of Origin Before a company can apply for a Cert of Origin certain information is required by the Chamber :
- An Indemnity Form must be completed by the company.
This is available from Cork Chamber and is renewed annually. - A list of authorised signatories for the company on the company's headed paper.
- Any of these people can sign the (pink) application form of the European Certificate of Origin.
The blue and green copy of the Arab-Irish Certificate of Origin must be signed. - If the company is not a Chamber member we do require some added information.
Certificates for Arab Destinations:
Where an exporter wishes to send goods to an Arab state it is necessary to use an Arab-Irish Certificate of Origin.
Following processing by the Cork Chamber the Certificate should be sent to the Joint Arab-Irish Chamber of Commerce, 63 Lower Mount Street, Dublin 2 to be officially stamped and signed.

ATA Carnets
A carnet is an International Customs document which abolishes the need for raising bonds or depositing duty at Customs posts in different countries, when goods are temporarily exported or imported.
Requirements for issuing an ATA Carnet
- Completed application form that is supplied by the Chamber.
- An itemised list of goods being carried abroad.
- A bank guarantee or a bank draft, which is calculated at a set percentage, based on the kind of goods being carried and where those goods are going.
- The sufficient issuing fee.
Exporting to China - New Safety Mark in Operation
The China Compulsory Certification System (CCC) took effect on May 1st 2003. This will be administered by The State Administration of the People's Republic of China for Quality Supervision, Inspection and Quarantine. 19 product groups ranging from electrical apparatus to automobiles are covered by this scheme of mandatory certification.
Imported products without the CCC mark may be held at the border by Chinese customs and incur penalties.
